Government: No plan to issue one card for all utilities

NPR, under the Citizenship (Registration of Citizens and Issue of National Identity Card) Rules, is the first step to creation of a National Register of Citizens (NRC). Home minister Amit Shah has already said an all-India NRC exercise would be completed before the 2024 general elections.
